I suppose JKR was originally going for the stereotyped 'Germanic' villain with Draco's family. Like everyone else who I've seen comment on this, I'm too used to 'Malfoy' to imagine Lucius et al with any other name, but I can see how it might have worked. Instead of the smoooove sexy aristocrat image many of us like to play with, I suspect Lucius' hard edges would have been much more apparent in public.
And that could have changed our impression of the upper echelons of wizarding society considerably - not just its style but its history. By removing that linguistic reminder of Norman rule, might that have implied that the wizarding population was descended from the earlier Anglo-Saxon invaders?
Of course, it could also have given weight to the 'Malfoys are new money' argument, but that wouldn't explain the Blacks.
I wonder if she even had a name for Draco's father at that point? I can't imagine she'd have used 'Lucius' with Spungen, but you never know.
Spungen also suggests more of a link to the Durmstrang part of the world than does Malfoy. I wonder if she was originally planning to make more of a link between Lucius and Karkaroff than just common DE membership?
And of course, I'd love to know what made her change her mind. Did Lucius come walking into her head and reveal himself in all his (ahem) glory? Or was it Draco who convinced her? We don't even know if she had a name for Lucius before she started work on CoS.
Argh! Everytime she gives us something new she raises so many more questions that we probably won't ever see answered. I wonder if the fandom could persuade her, once Book 7 is done, to go write a book (or several) with the answers to all the questions she gets asked? After all, 'Making of' books for movies do pretty well...
